Each year approximately 500,000 tourists visit the scenic village of Kuranda. This placed increasing demands on the 500 residents and straining the village’s function as a service centre for nearby rural residential subdivisions and smaller Aboriginal communities.

A Strategic Plan of Management Plan for the Village was developed upon as extensive community and stakeholder consultation process led by environmentalist Tim Nevard

The Plan of Management provided a comprehensive guiding plan for the community, including controls on the future development, traffic management and improvements to the town's infrastructure and amenity, which are funded by tourist, generated revenue. The Strategy was carried through to Master Plan level, guiding ongoing capital works and design of the new enlarged village green, Centenary Park. This set a standard for future work including the incorporation of local art and craft in the documentation and construction.
