Built on a narrow headland Kerema, The current capital of Gulf Province, is limited in area for future growth. A new Provincial capital was planned for 20 kilometre away on a former rubber plantation.
The masterplaning for the new capital included extensive community consultation through a series of design charettes. The final sustainable designed master plan developed of a new pattern for urban settlement based on traditional village structures.
An upgrade master plan for the existing capital, Kerema, was also undertaken including relocating the town markets to the riverside.
